Under the Jigawa State Procurement Law, contracts above ₦200 million must use Open Competitive Tendering. Contracts below this threshold may use Selective or Nominated procedures subject to prior approval from the Bureau.
Open Competitive Tendering invites all qualified contractors to submit bids. Tender notices must be advertised in at least two national newspapers and the Bureau's official website for a minimum of 28 days.
- 1 MDA prepares and submits procurement plan and budget appropriation certificate
- 2 Bureau reviews and issues No Objection for tender documents
- 3 Advertisement in minimum two national newspapers and Bureau website (28-day window)
- 4 Bidders purchase and collect tender documents from specified collection point
- 5 Pre-bid meeting held (mandatory for complex contracts)
- 6 Bids submitted in sealed envelopes to specified address before deadline
- 7 Public opening of bids in presence of all bidders and Bureau representative
- 8 Technical evaluation by the Tender Evaluation Committee (TEC)
- 9 Bureau issues No Objection to TEC Report
- 10 Financial evaluation and best-evaluated bidder identified
- 11 Award approval from appropriate approving authority
- 12 Bureau certifies award and issues Due Process Certificate
- 13 Contract signed and mobilisation fee paid within specified period
Used when the MDA can demonstrate that only a limited number of contractors possess the technical capability for specialised works. The MDA must pre-qualify contractors through a formal Expression of Interest process before issuing tender invitations.

Single-source procurement is only permitted under specific circumstances defined in Section 43 of the Jigawa State Procurement Law. An MDA must submit a formal justification which the Bureau must approve before any approach is made to a contractor.
- Follow-on works from an existing contract where changing contractor would be uneconomical
- Emergency situations involving risk to life, property or security (with Governor's approval)
- Proprietary goods where only one supplier exists globally
- Standardisation of equipment across a programme (requires prior evidence)
- Government-to-Government agreements approved at Federal or State level
